The Official letter No. 2765/TCT-CS dated 02 August 2012 about invoice use and conditions of deductible VAT
In case, the sale of goods is bottled mineral water (or tank) for enterprises in export processing zones and are daily used there, VAT invoices or export invoices are used to issue, also, applied to 0% tax rate if meeting enough conditions of contracts and payment vouchers by bank.
